Start, Stop or Transfer Service

Water, sewer and trash service is started, stopped and transferred in person at City Hall, or by signed written request. There is no online form.

Start service

Come to the Finance & Utility Billing counter at City Hall, 150 E Brisket St, Monday – Friday, 8:00 a.m. – 5:00 p.m. The last start request of the day is taken at 4:30 p.m. The drive-thru window takes payments only.

What to bring

Item Details
Photo ID A driver’s license, state ID card, passport or military ID.
Proof of occupancy A recorded deed, a closing statement, or a lease signed by you and the property owner. A photograph of the house is not proof of occupancy.
$75 deposit Cash, check, money order, or debit or credit card.
Mailing address If your bills should go somewhere other than the service address.

The City does not ask for your Social Security number.

What happens next

  1. You sign the Utility Service Agreement at the counter and receive your account number.
  2. A Public Works crew reads the meter and turns the water on the next business day. Requests completed by 2:00 p.m. can be turned on the same day for a $25 same-day charge.
  3. You do not need to be home, but every faucet inside should be closed. If the meter shows water running when the crew arrives, the crew turns it back off and leaves a door hanger.
  4. The Sanitation Division delivers one 96-gallon trash cart and one 96-gallon recycling cart within three business days, if the carts are not already at the house.
  5. Your first bill arrives at the end of the next billing cycle. It may include a partial month.

About the deposit

  • The residential deposit is $75. Commercial deposits are twice the estimated average monthly bill, with a $150 minimum.
  • The deposit is waived if you bring a letter from your previous water utility, dated within the last 60 days, showing 12 consecutive months with no late payments.
  • After 12 consecutive months with no late payments, the deposit is credited to your account. Otherwise, it is applied to your final bill.
  • Deposits do not earn interest.

Transfer service within Dongvile

If you are moving from one Dongvile address to another, come to City Hall with your photo ID and proof of occupancy for the new address. Tell us the date to stop service at the old address and the date to start at the new one. The transfer fee is $15. Your deposit moves with you if your account is in good standing.

Stop service

You can stop service in person at City Hall, or with a signed written request delivered by mail or left in the night drop box. Service cannot be stopped by phone or email, because the request must be signed by the account holder.

Give at least two business days’ notice and include:

  • Your account number and service address
  • The date you want service stopped
  • A forwarding address for your final bill
  • Your signature

Leave both carts at the house. Carts are assigned to the address by serial number, and a cart that leaves with a former resident is billed to that resident at $68.

Your final bill

The meter is read on your stop date. Your final bill is mailed to your forwarding address within 10 business days, with your deposit applied. If you have a credit balance, a refund check is mailed within 30 days. Final balances are due on the 20th like any other bill. A balance unpaid after 60 days may be transferred to any other City account in your name or sent to collections.

Landlords and property managers

Form What it does
Landlord Continuous Service Agreement Keeps water on in the owner’s name between tenants, so a vacant unit is not shut off. When a tenant stops service, the account moves to the owner automatically and the owner is billed base charges and any usage.
Tenant Authorization Form Lets a tenant open an account when a signed lease is not available. It must be signed by the owner or property manager and notarized.

The City may not place a lien on a rental property for a tenant’s unpaid utility bill (Tex. Loc. Gov’t Code §552.0025). Owners are not responsible for a tenant’s account unless the account is in the owner’s name.

Frequently asked questions

Can I start service online?

No. Service is started in person at City Hall. Bill lookup is available online, but forms and payments are not.

I bought a house and the water is still on. Do I still need to come in?

Yes. The water is still on under the seller’s account. When you start service, the seller’s account is closed and final-billed as of your start date.

Can someone else start service for me?

Yes. They need a letter signed by you naming them, your proof of occupancy, their own photo ID and the deposit. The account will be in your name.
