The City of Dongvile is committed to making its website, programs, services and meetings accessible to everyone, including people with disabilities.
Our commitment
The City of Dongvile follows Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act, which require cities to make their services, programs and activities accessible to people with disabilities. That includes this website.
Our goal is for dongvile.us to meet the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. That’s the standard the U.S. Department of Justice has adopted for state and local government websites. The City intends to meet it ahead of the April 26, 2027, compliance date that applies to cities of Dongvile’s size.
What we’ve done
- Pages use a logical heading structure, labeled landmarks and a “skip to main content” link.
- Every menu and control works with a keyboard alone, with a visible focus outline.
- Text and interface colors meet WCAG AA contrast ratios.
- Images have text alternatives. Decorative images are hidden from screen readers.
- Data tables have header rows, and we use tables only for tabular information.
- Pages work with JavaScript turned off and can be zoomed to 200% without losing content.
- Animation is kept to a minimum and respects your device’s reduced-motion setting.
- Content is written in plain language, and staff review new pages for accessibility before they’re published.
Known limitations
We’re still working on a few things:
- Older documents. Some PDFs posted before 2020, including scanned minutes, plats and historic ordinances, may not be fully accessible. Ask for an accessible version, and we’ll provide one within 10 business days.
- The interactive zoning map at gis.dongvile.us is a visual tool. The same zoning, parcel and address information is available by phone or in person from Planning & Development at (936) 555-0102, and zoning districts are described in text on the Zoning & Development page.
- Other websites. Links to state and federal agencies and other organizations lead to sites the City does not control.
Request an accommodation
If you need an accommodation to take part in a City meeting, program or event, contact the ADA Coordinator at least 48 hours in advance. Examples include:
- A sign language interpreter or real-time captioning.
- Agendas and documents in large print or another format.
- An assistive listening device in the Council Chambers.
- Accessible seating or another change to how a program is delivered.
Accommodations are free. City Hall and the Council Chambers are wheelchair accessible, and accessible parking spaces are in front of City Hall on Brisket St. You may make a request in person at City Hall, but not at the utility drive-thru window, which handles utility payments only.

- The web address (URL) of the page.
- What you were trying to do and what happened.
- The browser and any assistive technology you were using, if you’re comfortable sharing it.
- How you’d like us to contact you.
We will respond within 5 business days and, while we fix the problem, get you the information or service you need in another way.
ADA grievance procedure
If you believe the City has not provided an accommodation or has discriminated against you because of a disability, you may file a grievance.
- Submit the complaint to the ADA Coordinator in writing, or in another format you choose, within 60 days of the problem. Include your name, how to reach you and a description of what happened.
- The ADA Coordinator will meet with you within 15 days and respond in writing within 15 days after that meeting.
- If you’re not satisfied, you may appeal to the City Manager within 15 days of the response. The City Manager will respond in writing within 15 days.
Grievance records are kept for at least three years. Filing a grievance does not prevent you from filing a complaint with the U.S. Department of Justice or another federal agency.
Title VI nondiscrimination notice
The City of Dongvile does not discriminate on the basis of race, color or national origin in its programs and activities, in accordance with Title VI of the Civil Rights Act of 1964 and related laws. The City also does not discriminate on the basis of sex, age or disability.
Anyone who believes they have been treated unfairly under Title VI may file a written complaint with the City’s Title VI Coordinator, Charlene Sustaita, Human Resources Director, City Hall, 150 E Brisket St, within 180 days of the alleged discrimination. The City will investigate and respond in writing. For federally funded transportation projects, you may also file directly with TxDOT or the U.S. Department of Transportation.
