Open Meetings
Under the Texas Open Meetings Act, the City posts notice of every Council, board and commission meeting at least 72 hours in advance. Notices go on the bulletin board outside the front doors of City Hall, 150 E Brisket St, which is accessible 24 hours a day, and on the Agendas & Minutes page. Each agenda shows the date and time it was posted.
Conflicts of Interest
A vendor that does business with the City, or wants to, must file a Conflict of Interest Questionnaire (Form CIQ) when it has an employment or business relationship with a City officer or that officer’s family. A City officer files a Conflicts Disclosure Statement (Form CIS) in the same situation. Both forms are filed with the City Secretary within seven business days after the filer becomes aware of the relationship.

The City Secretary accepted the Pet Stuff Galaxy questionnaire for filing and noted that Dewey Decimal is not a local government officer under Loc. Gov’t Code §176.001.

Under Local Government Code Chapter 171, a Councilmember with a substantial interest in a business files an affidavit and abstains from any vote involving it. Minutes record each abstention.
Certificates of Interested Parties (Form 1295)
A business entity must file Form 1295 with the Texas Ethics Commission before the City can enter into a contract that requires Council action. The City acknowledges each certificate within 30 days.

Check Register
The check register lists every check and electronic payment the City issues, with the date, vendor, amount and fund. It is posted quarterly, within 20 days after each quarter ends.

Investment Reports
Finance Director Norma Fenley is the City’s investment officer under the Public Funds Investment Act. The City invests in local government investment pools and in certificates of deposit at First Dongvile Savings & Loan, fully collateralized. Council receives a written investment report each quarter.

Government Code §2051.152 requires the City to post contact information for its main office and its elected officials, plus information about the next election.
