Notice is hereby given that the Dongvile Economic Development Corporation of the God's Incorporated City of Dongvile, Texas, will meet on Thursday, September 24, 2026, at 5:30 p.m., at City Hall, Suite B, 150 E Brisket St, Dongvile, Texas, to consider the following items. The board may discuss, consider and take action on any item listed.

Call to Order
President Clint Hatfield called the meeting to order at 5:30 p.m. and declared a quorum present.
Present: President Clint Hatfield, Vice President Sandra Nguyen, Secretary-Treasurer Jerry McCrary, and Directors Leticia Okafor, Connie Kocurek and Dwight Holloway. Absent: Director Brent Pruitt. Staff: Dustin Crocker, Executive Director; Norma Fenley, Finance Director. Counsel: Ward Bowden, Bowden & Bowden, PLLC.
Citizens to Be Heard
President Hatfield read the following statement: Pursuant to Tex. Gov’t Code §551.042, the Board may not deliberate on or take action on any subject not posted on the agenda.
Glen Strickland, 300 block of E Pecan Pie St, asked whether the sales tax report includes the tax on things he almost bought. President Hatfield thanked Mr. Strickland.
Dustin Lackey, Big Chungus Heights, asked whether the EDC could recruit a business to Big Chungus Heights that would make the name make sense. President Hatfield thanked Mr. Lackey and stated that the Board could not deliberate on the matter. Big Chungus Heights is zoned for residential use.
Consent Agenda
Motion by Secretary-Treasurer McCrary, second by Director Kocurek, to approve the consent agenda as presented. Motion carried 6–0.
Sales Tax Report
Executive Director Crocker presented the report. The EDC receives one-half of one percent of taxable sales in the City. The Texas Comptroller’s September 2026 allocation, reflecting July 2026 sales, was $104,612.38, up 3.4 percent from September 2025.

FY 2026 allocations came in at 104.0 percent of budget and 3.7 percent above FY 2025. Staff attributes the increase to general merchandise sales at Interstate Crossing North and to the expansion of the jerky wall at Big Rig Buffet & Fuel in June. No action was taken.
Public Hearing: Façade Improvement Grant, The Rusty Spur Saloon
Executive Director Crocker presented the application. Spur Holdings of Dongvile LLC, owner of The Rusty Spur Saloon at 105 E Hot Pocket Way on the courthouse square, applied under the Downtown Façade Improvement Grant Program, which provides matching grants of up to $10,000 for storefront improvements on properties zoned CBD.

The Historic Courthouse Square Commission issued a Certificate of Appropriateness for the work on September 8, 2026. Notice of this hearing was published in The Dongvile Gazette on September 10, 2026.
President Hatfield opened the public hearing at 5:52 p.m.
Della Mobley, managing member of Spur Holdings of Dongvile LLC, spoke in favor. She stated that the spur will be reinstalled at its current height and asked that the minutes reflect that the spur is not rusty.
There being no other speakers, President Hatfield closed the public hearing at 5:57 p.m.
Façade Improvement Grant Agreement
Motion by Vice President Nguyen, second by Director Okafor, to approve a Downtown Façade Improvement Grant agreement with Spur Holdings of Dongvile LLC for up to $10,000, subject to four conditions: the work is completed within 12 months; reimbursement is made only upon proof of payment and final inspection; the business remains open at the location for three years or repays the grant on a prorated basis; and City Council approves the project. Motion carried 6–0.
Interstate Crossing North Pad Sites 4 and 5
Executive Director Crocker reported that three of the five outparcel pads between the MegaGrab Supercenter parking field and Hot Pocket Way are occupied, by Waffle Warehouse, Brisket Bucket and Sub Marine Sandwiches. Pads 4 and 5 remain vacant. They are 1.02 and 1.06 acres, zoned HC, with water, sewer and shared access from Supercenter Dr. The owner, Crossing North Pads LLC, has agreed to cooperative marketing. TxDOT’s most recent count on I-69 at Hot Pocket Way is 31,400 vehicles per day.
Of the 11 inquiries about the pads in FY 2026, six came from restaurant concepts, three from car washes, one from a car wash with a restaurant, and one did not say.

The draft flyer describes the pads as visible from the MegaGrab pole sign. Executive Director Crocker noted that the pole sign, 85 feet tall under variance V-2014-02, is visible from most of the county.
Director Holloway stated that he preferred to fund the signs and flyer only. Motion by Director Kocurek, second by Secretary-Treasurer McCrary, to approve the marketing plan for Pad Sites 4 and 5 with a budget not to exceed $8,500. Motion carried 5–1. Voting nay: Director Holloway.
Executive Session
At 6:24 p.m., President Hatfield convened the Board in executive session under Tex. Gov’t Code §551.087 to deliberate regarding commercial or financial information received from a business prospect, Project Gravy.
Reconvene in Open Session
President Hatfield reconvened the meeting in open session at 6:51 p.m. No action was taken on Item 8.
Executive Director’s Report
Executive Director Crocker reported that staff completed nine business retention visits in August and September, and that the EDC’s FY 2027 budget takes effect October 1, 2026. The next regular meeting is October 22, 2026.

There being no further business, President Hatfield adjourned the meeting at 6:58 p.m.
