About the position
The Utility Billing Clerk works in Finance & Utility Billing at City Hall and reports to Utility Billing Supervisor Rosalinda Trevino. The schedule is Monday – Friday, 7:30 a.m. – 4:30 p.m., because the drive-thru window opens at 7:30 a.m. Full-time benefits include health insurance, paid leave, City holidays and retirement.
Duties
- Take payments at the counter, the drive-thru window and the after-hours drop box, and balance your cash drawer each day
- Open, transfer and close accounts and collect the $75 service deposit
- Answer billing questions in person and by phone, including questions about the Tower Maintenance Surcharge ($1.25 per month since 2019), using the approved two-sentence response
- Enter meter reads, schedule rereads and prepare leak adjustments for supervisor approval
- Prepare the monthly past-due notice and disconnection lists
- Help customers during the billing vendor transition, including explaining that online bill payment is temporarily unavailable and listing the ways to pay in person, by mail or at the drop box
- File and retain records under the City’s records retention schedule
Minimum qualifications
- High school diploma or GED
- One year of customer service experience that included handling cash
- Basic computer skills and 10-key by touch
- Pass a criminal background check, including a review of financial offenses
Preferred qualifications
- Utility billing, municipal or banking experience
- Ability to speak English and Spanish
- Experience with spreadsheets
Physical requirements
Sit or stand at a counter or window for long periods. Work at the drive-thru window with exposure to heat, cold and vehicle exhaust. Lift boxes of paper and payment envelopes up to 25 pounds.
