Background

The Dongvile Water Tower at Chili Dog St and W 2nd St is a 500,000-gallon elevated storage tank. Its exterior was last fully coated in 1995 and currently displays the score of the 1994 regional runner-up game. The City plans to repaint the tower in phases:

  • Phase 0 (this RFP): select the exterior color
  • Phase 1: coating inspection and specifications, to be solicited separately
  • Phase 2: surface preparation and painting, to be bid separately

In 2024, City Council created the Water Tower Paint Ad Hoc Committee by Resolution No. R-2024-07 to “meet until a decision is reached.” The committee will review proposals and recommend a consultant to City Council.

Scope of services

The selected consultant will:

  1. Review the committee’s record, including every color proposal received since 2024 (Attachment B)
  2. Evaluate the six color test panels installed on the tower’s perimeter fence on August 31, 2026, under both clear and overcast skies, and any other candidate colors, for visibility, heat gain, fade resistance, coating availability and compatibility with the City’s name lettering
  3. Advise whether the 1994 score should be retained, repainted or removed
  4. Facilitate up to three public input sessions in Council Chambers
  5. Prepare a written report that recommends one exterior color
  6. Present the report to the committee and to City Council

The recommendation must name one color. A palette, range, gradient, two-tone scheme or “direction” will be considered nonresponsive. The fee may not exceed $14,500, funded from the Tower Maintenance Surcharge.

Council has tabled the water tower item at every regular meeting since the committee was created. The City makes no representation about the date of award.

Submission requirements

  • Submit one signed original, five copies and one electronic copy on a USB drive in a sealed envelope or package marked “RFP-2026-09, Water Tower Color Consultation. Do Not Open.”
  • Deliver it to the City Secretary, City Hall, 150 E Brisket St, before 2:00 p.m. on October 22, 2026. Mailed proposals go to City Secretary, P.O. Box 1887, Dongvile, TX 76969, and must be received by the deadline.
  • The City does not accept proposals by fax or email. Late proposals will be returned unopened.
  • Include a cover letter, firm qualifications, project team résumés, your approach and schedule, a not-to-exceed fee, three public-sector references and signed acknowledgment of each addendum.

The committee may interview the highest-ranked firms. The City may reject any or all proposals.

Required forms

  • Form 1295, Certificate of Interested Parties. Texas Government Code §2252.908 requires the selected firm to file Form 1295 electronically with the Texas Ethics Commission and submit the signed certificate to the City Secretary before City Council can award the contract.
  • Conflict of Interest Questionnaire (Form CIQ). Under Chapter 176 of the Texas Local Government Code, a vendor with an employment or business relationship with, or who has given gifts to, a City officer or a member of the officer’s family must file Form CIQ with the City Secretary no later than the seventh business day after submitting a proposal.
