Award

City Council awarded this contract to MuniPlex 3000 Civic Web Solutions on July 7, 2026. The contract covers $38,400 for design and implementation, plus $6,900 per year for hosting and support. The initial term is three years, with two optional one-year renewals.

Four proposals were received. Evaluation scores are available from the City Secretary.

Scope

The City sought a firm to replace its website with a site that residents can use easily on a phone. The RFP required:

  • A responsive design and a content management system that City staff can update without writing code
  • Conformance with Web Content Accessibility Guidelines (WCAG) 2.1, Level AA
  • An agenda and minutes center that meets the Texas Open Meetings Act’s internet posting requirements
  • Migration of about 400 pages and 1,100 documents from the existing site
  • Integration with the City’s interactive map
  • Hosting, security updates, daily backups and 99.9% uptime
  • Training for up to 12 City staff members
  • A homepage that loads in under three seconds on the front-desk computer at City Hall, a 2011 desktop that will not be replaced during the contract term

Online utility bill payment was excluded and will be handled through the billing vendor transition.

Evaluation criteria

The City used competitive sealed proposals under Texas Local Government Code §252.042. A five-member staff committee scored proposals:

Submission requirements

Proposals were delivered sealed to the City Secretary, City Hall, 150 E Brisket St. The City did not accept proposals by fax or email. Late proposals were to be returned unopened.

Required forms

MuniPlex 3000 Civic Web Solutions filed Form 1295, Certificate of Interested Parties, with the Texas Ethics Commission and the City Secretary before award, as Texas Government Code §2252.908 requires. Vendors were also required to file a Conflict of Interest Questionnaire (Form CIQ) under Chapter 176 of the Texas Local Government Code if they had a covered relationship with a City officer. None were filed.
